Hiring an overseas physiotherapist: an employer's guide to APC routes, timing and sponsorship (2026)
Hiring an OT, speech pathologist or physio?Talk to us about a role
The quickest Australian Physiotherapy Council (APC) route is for physios who trained and registered in the UK, Ireland, Canada, South Africa or Hong Kong: Express FLYR costs the physio A$1,742 and takes about 3 weeks (APC, October 2026). Other physios take longer, and those outside the FLYR countries go through APEP, which ends with an in-person clinical workshop in Melbourne. Which route your candidate is on is the biggest factor in a realistic start date, alongside the visa.
I’m a physio myself, and I now run a multi-site paediatric practice in South East Queensland that employs clinicians who trained overseas. Before that I spent more than three years in allied health workforce development for a large health region, so I know how health services plan, grade and recruit allied health. This is the employer’s side of the process. It’s general information; a registered migration agent should advise on visas.
The APC routes, from your side
Overseas physios qualify for general registration with the Physiotherapy Board by completing an APC assessment, then applying to the Board. In short: Express FLYR (trained and registered in the UK, Ireland, Canada, South Africa or Hong Kong) is online and the quickest; FLYR (Netherlands, Singapore, Sweden, and US graduates of programs in Texas, Massachusetts or California, registered in the state where they studied) adds a written assessment; APEP (everyone else) adds a capability assessment and a clinical workshop in Melbourne. The criteria, stages and fees are on our Express FLYR, FLYR or APEP guide.
What matters for your start date: APC times run from payment confirmation, incomplete applications and holidays cause delays, and APC fees have changed more than once in 2026, so ask your candidate which route they’re on and where they’re up to.
Screening question for US applicants: “Which state did you study in?” A DPT from outside Texas, Massachusetts or California goes to APEP, not FLYR.
New Zealand physios: we haven’t confirmed whether New Zealand physios can use Trans-Tasman mutual recognition; it may apply, so ask the candidate to confirm with the Physiotherapy Board. See hiring New Zealand therapists.
After the APC, the physio applies to the Physiotherapy Board of Australia for registration. They’ll also need a Medicare provider number for each location once registered; physios need current general or limited registration to be eligible. See onboarding overseas clinicians.
Supervision: when it’s your job
Supervision becomes your responsibility when a physio holds limited registration (for supervised practice or postgraduate training) or has conditions. The Board’s Supervised practice framework, in effect since 1 February 2022, sets four levels of supervision with risk-based supervisor requirements, a supervised practice plan and reports. For arrangements approved from 28 January 2025, reports use the Assessment of Physiotherapy Practice (APP) instrument.
If you’re hiring a physio on general registration after an APC route, check their registration for any conditions before you plan their caseload.
Sponsorship basics
- Occupation: Physiotherapist (252511) is on the Core Skills Occupation List, with the APC as assessing authority.
- English: citizens with valid passports from Canada, New Zealand, Ireland, the UK and the USA are exempt from the 482 English test. The Board’s own English standard for registration is separate.
- Skills assessment for migration: the APC’s skilled migration assessment (A$1,674, about 8–10 weeks) is for permanent and skilled regional visas. It’s separate from the registration routes above. Your migration agent will tell you whether a candidate needs it.
- Salary floor: if you sponsor on a 482, pay must be at least A$79,423 (from 1 July 2026) and the market rate, never below the award or agreement rate.
- Your costs and duties: government fees and the levy are on our sponsorship costs page, and the ongoing rules on sponsor obligations.
Pay benchmark
Queensland Health advertises physio roles on the health practitioner stream. From 1 September 2026, HP3 runs from A$83,824 to A$120,740 and HP4 from A$132,689 to A$142,315. Whether you’re hiring for MSK private practice or a hospital-style role, it’s a useful public benchmark when you set your offer.
Next step
If you’re hiring a physio, tell us about the role and the kind of caseload. We’ll tell you which APC route your likely candidates are on, and what that means for a realistic start date.
